Patient transport
EVAC Ambulance is a subsidiary of
the Emergency Medical Foundation, Inc., a private, non-profit Florida corporation. It is
the only Florida licensed ambulance service in Volusia County under a performance
based contract
with the County. Each unit is staffed with at least one EMT and one Paramedic working 8 or
12 hour shifts. There are 18 ALS licensed and staffed ambulances during the day and 11
during early morning hours. EVAC uses Systems Status Management (SSM) for the strategic
deployment of its fleet, which allows EVAC to place as many as 25 medic units in service.
EVAC units are equipped with mobile data terminals (MDT) and global positioning satellite
(GPS) systems to speed response times to requests for emergency medical

The Volusia County
Sheriffs Office, through a partnership with Halifax Medical Center, operates three
Bell 407 helicopters for law enforcement and aeromedical transport purposes.
Approximately 70% of the flight time of the helicopters is spent on law enforcement duties
with the remaining 30% used for medical purposes. The helicopters are equipped with a FLIR
System (forward-looking, infrared night vision system) to assist in nighttime law
enforcement. As ALS transport, they perform more than 200 medical flights each year.
EMS County grant
The County receives an annual EMS
County Grant, funded from a surcharge on the fine for various traffic offenses. Grant
funds are to be used to improve the existing quality of prehospital EMS activities or
services, or to decrease patient mortality and morbidity; and to expand the extent, size
or number of existing prehospital EMS activities or services. EMS Providers within the
County are urged to apply for a portion of the funds. The applications are reviewed by the
EMS Trust Fund Advisory Board, whose members include representatives from the Emergency
Room Directors, Volusia County Fire Chiefs Association and Police Chiefs
Association, the Emergency Medical Foundation, Daytona Beach Community College, Volusia
County Public Protection Services and Sheriffs Office, and the Medical Director.
Their recommendations are delivered to the County Council for approval. Grant funds have
been approved for EMS equipment, training, ALS station upgrades, printing of protocols,
etc.
