Aug. 27 public meeting will explain proposed amendments to county's comprehensive plan

Volusia County staff will conduct a public workshop to provide an overview of proposed 09-2 cycle large-scale comprehensive plan amendments to the Volusia County Comprehensive Plan. The workshop will be at 6 p.m. Thursday, Aug. 27, in the Volusia Council Chambers on the second floor of the Thomas C. Kelly Administration Center, 123 W. Indiana Ave., DeLand.

The items included within the 09-2 cycle large-scale comprehensive plan amendment are:

CPA 09-2-1: Lake Beresford Conservation Area. A future land use map amendment to change the future land use designation on approximately 76.9 acres from rural to conservation.

CPA 09-2-2: Heart Island Conservation Area. A future land use map amendment to change the future land use designation on approximately 1,040 acres from forestry resource and environmental systems corridor to conservation.

CPA 09-2-3: Doris Leeper Spruce Creek Conservation Area. A future land use map amendment to change the future land use designation on approximately 58.03 acres from rural and environmental systems corridor to conservation.

CPA 09-2-4: DeLand Area Enclave. A future land use map amendment to change the future land use designation on approximately 25.89 acres from rural to urban low intensity.

CPA 09-2-5: Green House Gas Requirements. A text amendment to Chapter 2, Transportation Element and Chapter 12, Conservation Element, to incorporate new greenhouse gas reduction strategies, and to include an energy conservation area map in the future land use map series contained in Appendix 1, Maps and Figures.

CPA 09-2-6: Port Orange Wellfield Area Expansion. A future land use map amendment on approximately 71.8 acres from environmental systems corridor to conservation.

CPA 09-2-7: River of Lakes Corridor Scenic Highway and Heritage Crossroads: Miles of History Highway. A text amendment to the Chapter 2, Transportation Element, policy 2.3.3.3, and a map amendment to Figure 2-8 Scenic Corridors 2025 map.

CPA 09-2-8: Thoroughfare System 2025 Map Amendment. A map amendment to remove roads that do not meet the thoroughfare criteria from the thoroughfare roadway system.

CPA 09-2-9: Agriculture Family Subdivision. VCOG Smart Growth Committee recommends that this policy be revised to discourage unintended sprawl and more easily allow true family splits.

CPA 09-2-10: Farmton Local Plan. Future land use map amendment of 47,000 acres south of Edgewater and west of I-95 to Brevard County line. The amendment proposes two new land use designations called GreenKey and Sustainable Development Area. The amendment proposes a revision to the ECO map to include an additional 21,000 acres. The amendment proposes a spine transportation network. The amendment includes a goal and eight objectives with their associated policies.
