Captain James Koczan - EMS Coordinator

The Management Services Team was recently implemented to assist the Fire Services’ Director in the administration and management of data and record keeping processes and systems, to provide cost reduction and/or efficiencies analysis and strategic planning, and to provide oversight for the management of Emergency Medical Services for Volusia County Fire Services.

Records Management includes the collection, quality assurance review and analysis of, and historical archiving of all VCFS incident data that is obtained from fire and EMS reports, computer aided dispatch (CAD) data, and other telecommunications data collection. Requests for information are often made by insurance carriers, property owners and/or their legal representatives. Incident response data analysis is also critical to the evaluation of our performance and in the strategic planning processes utilized by the department.

The Emergency Medical Services Coordinator provides oversight and facilitates the efficient and effective delivery of EMS within Fire Services. The Coordinator assures continued compliance with all local, state, and federal regulations, manages the quality assurance program for EMS, and provides direction and guidance to the Operations and Training Teams as they relate to EMS service delivery.

The Special Projects Manager assists the Fire Services’ Director with the development of reports and presentations, strategic planning documentation, GIS mapping support, VCFS website updating, and develops our department’s benchmarking standards and data. Fire Services recently acquired new computer software that will enable us to better analyze incident data and visually display various aspects of our performance in a map format. Additionally, the software can assist in forecasting/predicting performance outcomes when given scenarios of changes that could be made such as adding or moving fire stations or relocating specific types of apparatus.
