RESOLUTION NO. 2007-73 [PDF]

The mission of the Children and Families Advisory Board (CFAB) is to promote healthy children and develop strong families, which contribute to their communities.

The board meets a minimum of quarterly, consists of nine members, and is responsible for:

  • Assessing and evaluating children and community needs
  • Developing strategies to meet these needs
  • Establishing program outcomes
  • Monitoring program compliance
  • Advertising funding availability
  • Recommending appropriations for various programs servicing children and families
  • Provide advice and recommendations to the County

The following service categories have been identified as service priorities:

  • Services for persons with disabilities - providing transition from youth to adulthood and case management
  • Infant and maternal health and early childhood development - increasing the availability and affordable quality child care through subsidies, prenatal support and care for pregnant women and developing a centralized system to deliver parenting education systems.
  • Services to seniors (age 65+) - providing basic services to include: food, homemaker services, personal care services, transportation and case management, providing home modifications to enable seniors to remain as independent as possible.
  • Non-school hour services for school age children/youth development/academic enrichment - providing after-school and income-based and geographically distributed summer care with structure, providing academic enrichment/mentoring/tutoring, provide evening and weekend community programs
  • Services for adolescents (ages 10 to17) - providing opportunities for job training and placement including those that enhance vocational opportunities, providing leadership opportunities, developing mentor/mentee groups.
  • Family-based intervention/counseling services to prevent-intervene in family violence - providing comprehensive prevention education (to include: financial education, behavior management, life skills, sex education, relationship education, employment), providing accessible community based mental health counseling, providing in-home prevention and intervention services.
  • Basic needs services (emergency intervention/ assistance and financial stability) - Providing food assistance - food banks, providing assistance to prevent homelessness, providing accessibility to emergency/transitional shelters.

Grant process: Funding is awarded through a Request for Proposal process (RFP). Recommendations for funding are presented to the County Council for approval. Once approved, the programs enter into a contractual agreement with Volusia County for a specific grant award and a specific service delivery.
