INFORMATION ON 2005-06 CHARTER REVIEW COMMISSION


On June 16, 2005, the County Council approved a resolution (No. 2005-126) to create the 2005-06 Charter Review Commission, which has the duty and obligation of reviewing the Volusia County Charter and ordinances of Volusia County, and recommending any Charter amendments the Commission find desirable. The Commission has one year from the date of the organizational meeting (August 8, 2005) to make its final report to the  County Council. After receipt of the Charter Review Commission’s recommendations, the County Council shall conduct a series of not less than three (3) public hearings on the recommended changes to the Charter. The recommendations for Charter amendments will be placed on the ballot for citizen referendum in the general election of 2006.

In June, the County Council members appointed 15 members to serve on the Charter Review Commission.

    Served on the Commission to write the Charter (1968-1970); Served on the Charter Review Commission in 1975, 1985, and 1995 

  • Joseph Benedict, III
    Retired Vice-President, Consolidated-Tomoka Land Co.
    Served on the Volusia County Council from 1971-1987

  • Clarence “Bo” Davenport
    Retired, Director of Public Works, City of DeLand

  • Patricia Drago
    Director of Facilities, Volusia County Schools

  • Phillip T. “Bud” Fleuchaus    
    Oral and Maxillocal Surgeon at Oral and Facial Surgical Association 
    Served as Charter Study Chairman (1968-1970)

    TENTATIVE TIMELINE FOR THE CHARTER REVIEW COMMISSION

  • Council made its appointment to the Commission in June, 2005

  • Organizational meeting to be held on August 8, 2005

  • Selection of Chair and Vice-Chair

  • Creation of Sub-committees

  • Establish Rules of Procedures

  • Present report within 1 year of first meeting by August 2006

  • Hold 3 Public Hearings in August/September

  • Adopt resolutions calling for referendum and advertisement of such in September/October 2006

  • Voters consider amendments at the November 2006 General Election

    CHARTER REVIEW SUBCOMMITTEES

   Based on the review of procedures used by the 1995-96 Charter Review Commission, the
   Commission formed four study committees and an Executive Committee, comprised of the Charter
   Review Commission Chairman, Vice-Chairman, Secretary and the four study committee chairmen.
   The four subcommittees formed were: Beach Review Committee, Growth Management and
   Environmental Committee, Ordinance and Management Review Committee, and Structure
   Committee. The Executive Committee coordinated the activities of the study committees and
   maintained a timetable of Commission activities.

    MEETING DATES

   The members of the Charter Review Commission will need to decide on meeting dates and times.


   REQUIREMENTS FOR CITIZEN RECOMMENDATIONS FOR CHARTER CHANGE

   
Must be in writing and include:

  • Name, address, telephone number, and name of organization being represented if any;

  • Current wording of the article of the Charter that the person wants to change;

  • Explanation of the weaknesses of the article as currently written, Reasons for the suggested changes and what would be improved;

  • The exact way the presenter would like the Charter article written.

Submit to Charter Review Commission Chairman at 123 West Indiana Avenue, DeLand, FL 32720. 

Information will be copied to all Charter Review Commission members and placed on the Agenda for discussion and consideration by members.
