William H. Scovell, Chair, DeLand, has been a Volusia County resident for 65 years. Bill is a retired executive and financial consultant. He was the Chair of the Volusia County Charter Review Commission in 1995-96 as well as the Volusia County Water Advisory Board and the Volusia County Water Policy Review Commission. Bill was a member of the Volusia County Council from 1973-1976, including a term as Chair in 1974. He also is a past Chair of the Volusia County Industrial Development Authority and served on the State of Florida Cabinet’s Ad Hoc Committee on Adult Literacy Policy and the Volusia, Lake, Flagler Private Industry Council.

John E. Graham, Jr., Vice Chair, Ormond Beach, has been a Volusia County resident for 28 years. John is Vice President of Business Affairs for the International Speedway Corporation, an assignment he assumed in 2002 after serving as President of Daytona International Speedway since 1994. John has held leadership roles in numerous civic organizations, including the United Way, the Daytona Beach/Halifax Area Chamber of Commerce, the Florida International Festival, the Museum of Arts and Sciences, the Volusia County Business Development Corporation and others. In addition, he is a Board Member for the Halifax Area Advertising Authority, is past President of the Halifax Medical Center Foundation, and serves in an advisory capacity to Daytona Beach Community College, the Advanced Technology Center, and other area educational institutions.

T. Wayne Bailey, DeLand, has been a Volusia County resident for 42 years. Chairman of the Stetson University Department of Political Science, Dr. Bailey served on the Volusia County Charter Review Commission in 1975, 1985 and 1995 and was Chair of the group in 1975 and 1985. He also was Chair of the Charter Review Commission Structure Committee from 1995-96 and was Vice Chair of the Charter and Study Commission from 1969-71. He has held various leadership positions in the Florida Democratic Party and the American Lung Association and is a Foundation board member of Florida Hospital.

Joseph Benedict, III,  New Smyrna Beach, has been a Volusia County resident for 65 years. A retired executive, Joe served on the Volusia County Council from 1971-1987 and was Council Chair in 1973 and 1977. He was the first Chair of the Volusia County Growth Management Commission from 1986-90 and was appointed in 1976 by then Gov. Reuben Askew to form the Volusia Coastal Area Metropolitan Planning Organization and served as its first Chair. Joe has served in a variety of government and civic organizations, including member and past Chair of the Volusia County Association for Responsible Development (VCARD), the Impact Fee Review Study Commission and the ACT Corporation Board of Directors.


Clarence “Bo” Davenport, DeLand, has been a Volusia County resident for more than 60 years. A former Director of Public Works for the City of DeLand. Bo is a past president of the DeLand Area Chamber of Commerce, past president of the Black Achievers and President Elect for 2006 of the Noon Rotary Club. Bo also is active in the Weed and Seed Program, the Spring Hill Redevelopment, the NAACP and the Boys and Girls Club. He is a graduate of the 1992 Leadership DeLand Class.  


Patricia Drago, Daytona Beach, has been a Volusia County resident for 47 years. Executive Director of Facilities for the Volusia County School Board. Pat was president of the Volusia Women’s Network in 1993-94; Secretary/Treasurer of the Florida Planning and Zoning Association, Surf Coast Chapter, 1991-93; President of the League of Women Voters in 1984-85 and Chair of the League’s Natural Resources Committee from 1980-83. She is also a registered Real Estate Broker.


Phillip T. Bud” Fleuchaus, Ormond Beach, has been a Volusia County resident for 49 years. Bud is an oral and maxillofacial surgeon at the Oral and Facial Surgical Association in Daytona Beach.  A former Volusia County Council member from 1976-84, he served as the Council Chair in 1980 and in 1984. Bud also has served as the Chair of the Volusia County Charter and Study Commission from 1969-70 and the Vice Chair of the Charter Review Commission Structure Committee from 1995-96. He is past Chair and a member of the Volusia County Beach Advisory Board and is a past member of the Board of Directors for the YMCA and the United Way of Volusia County.


F.A. “Alex” Ford, Jr., DeLand, is a Volusia County native.  Alex, an attorney with Landis Graham and French, P.A. in DeLand, was the Chair of the Volusia County Charter Review Commission Ordinance and Management Review Committee in 1995-96. He served as Chairman of the East Florida Regional Planning Council and also has been active with a variety of civic and community organizations, including the DeLand Economic Development Board, the DeLand Airport Advisory Board, the National Board of Advisors for Stetson University‘s School of Business Administration and the Board of Directors of the Volusia County Business Development Corporation.


Richard Gunter, DeBary, has been a Volusia County resident for 14 years. Rich is Vice Mayor of the DeBary City Council and has served as a City Councilman since 2003.  Employed by SunTrust Investment Services, Inc., he is a former Chair of the Greater West Volusia Chamber of Commerce. Richard was a member of the City of DeBary’s Economic Development Committee and Chair of its Charter Review Committee. He is also active in the DeBary Golf and Country Club Men’s Golf Association. 


Peter B. Heebner, Daytona Beach, has been a Volusia County resident for more than 55 years. Peter is an attorney specializing in construction, environmental banking and business litigation. He has been president of the Daytona Beach Halifax Area Chamber of Commerce, Chairman of the Civic League of the Halifax Area, Chairman of the Board of Tomoka State Bank, President of the Oceanside Country Club, President of the Daytona Beach Community Foundation and President of the Stewart-Marchman Foundation, as well as numerous other cultural and civic organizations.


Charles F. Matousek, Enterprise, has been a Volusia County resident for 32 years. Charles is Branch Manager and Financial Advisor for Morgan Stanley. He is a Board Member of the Chamber of Commerce of West Volusia and a past Board Chairman; Chair of the Volusia County ECHO Advisory Committee, member of the 2002 Volusia County Charter Review Committee. He also served on the Stetson University National Alumni Association Board of Directors.


Thomas M. McClelland, Daytona Beach, has been a Volusia County resident for more than 75 years. Tom is a former Public Works/Emergency Management Director for the City of Daytona Beach and a former Public Works Director for Volusia County Government. He served as Chair twice for the Florida Coast to Coast Chapter of the American Red Cross and Chair of the United Way of Volusia and Flagler counties. He served as Vice Chair of the City of Daytona Beach Charter Review Commission and the Volusia County Water Advisory Board and was a member of the Volusia County Water Policy Review Commission. Tom currently is Vice Chair of the Stewart-Marchman Foundation, Executive Director of the Volusia County Education Facilities Authority and a member of the Halifax Medical Center Auxiliary, the Checkered Flag Committee of Daytona International Speedway and Board of Director for the Florida Coast-to-Coast Chapter of the American Red Cross.


Patricia Northey, Deltona, has been a Volusia County resident for 31 years. Pat is president and Chief Executive Officer for the Chamber of Commerce of West Volusia. She served on the Volusia County Council from 1993-2004, where she was Chair in 1996 and 1999 and Vice Chair in 1995 and 1998. Pat is active in a wide variety of cultural, civic and government organizations and has held leadership positions in many, including Vice Chair of the Central Florida MPO Alliance in 2004, President of the Four Towns Rotary in 2002-03, Chair of Leadership West Volusia from 2001-2003, Chair of the Historical Courthouse Renovation Committee, president of the Boys and Girls Club of Volusia Flagler counties, Chair of the Women’s Network of Southwest Volusia in 1998 and Chair of the Volusia County Association for Responsible Development (VCARD).


Ezell Reaves, Daytona Beach, has been a Volusia County resident for three years. Now retired, Mr. Reaves is a former Vice President of the Methodist Hospital in Gary, Ind. He is a member of the Volusia County Personnel Advisory Board and a graduate of the Volusia County Citizen Academy.  He was a member of the Gary Economic Development Commission, the Gary Airport Authority Board of Directors and served as treasurer of the Greater Gary Chamber of Commerce Board of Directors all in Gary, Indiana. 


Glenn D. Storch, Daytona Beach, has been a Volusia County resident for 23 years. Glenn is an attorney for Storch and Morris, P.A., specializing in land use, environmental real estate and litigation. He was appointed to the Smart Growth Implementation Committee and currently serves as Chair of the Volusia County Beach Advisory Board. Glenn has served on a number of community and civic boards, including the New Smyrna Beach Density Compatibility Study Committee, the Inter-Local Planning Board and Image Research Committee, the Impact Fee Review Study Commission and the Land Development Code Review Committee. He is a past Chair of the Volusia County Environmental and Natural Resources Advisory Committee, past President of the Volusia County Association for Responsible Development (VCARD) and has served on the Indian River Lagoon National Estuary Program Citizens Advisory Committee and others.
