CALL TO ORDER/ROLL CALL
The meeting was called to order by Chair Bill Scovell
at 6 p.m. with the above attendance noted. Also in attendance were Don Feaster, Executive
Director of the Volusian Water Alliance, Matt Donovan and Deborah Green, Volusian Water
Alliance, Cindy Finney, County Managers staff, Al Everson, DeLand Beacon, Dinah
Pulver, Daytona Beach News-Journal (arrived midway through meeting). Chairman Bill Scovell
asked Commission members to introduce themselves to newly appointed member Beth McGee.
APPROVAL OF MINUTES OF JUNE 13, 2001
Steven Provost made a motion to approve the minutes. Ken
Hoblick seconded the motion. The motion was passed unanimously and the minutes were
approved as written.
GUEST SPEAKER
Mr. Scovell introduced Don Feaster, Executive Director of the Volusian Water
Alliance. Mr. Feaster described his background and involvement in Florida water management
issues.
Mr. Feaster used maps to illustrate hydrology and
conservation lands in Volusia County. Six Volusia cities in east Volusia and four in West
Volusia have water production facilities, he said.
Mr. Feaster gave a PowerPoint presentation which outlined
the purpose of the Alliance, its goals, policies and issues. A copy of the text of the
presentation is attached.
Following the presentation, Mr. Feaster answered questions
from the Commission. A discussion ensued on unused reclaimed water. Member Randy Brewer
asked if the 20 million gallons per day deficit in the water supply plan would still exist
if factors such as the chip plant, new home and business construction, were removed. Mr.
Scovell said there are more than 57,000 lots permitted within Volusia County and owners
would simply need to get a permit to build. Mr. Feaster said no place has ever managed
growth completely.
Mr. Scovell asked if the Alliances water conservation
plan was adequately funded and if not, what would the Alliance do if it were? After a
discussion, the Commission asked Deborah Green, the Alliance Water Conservation
Coordinator, to make a presentation at the Commissions August meeting. In addition,
the Countys legal staff will make a presentation on the law dealing with the
creation of water authorities.
The Commission asked staff liaison Cindy Finney to contact
John Whele, Assistant Director for the St. Johns River Water Management District, to speak
at a future meeting. Mr. Brewer asked that managers of any affected cities be invited to
future Commission meetings to give input on any proposed charter amendments. Mr. Scovell
said the Commission is not far enough along and Countys legal department may rule
there is nothing the Commission can do. Mr. Brewer asked for clarification. Mr. Scovell
said the there are some rules and regulations enacted by the County Council such as
environmental which are countywide. The question is, is there any way a charter amendment
can affect a city's ability to produce and sell water? That, he said, is the question that
needs to be answered. If its not possible, there may be several other things the
Commission can do. Of the four recommendations made by the Volusia Water Advisory Board,
three of them can be done, the fourth is questionable, Mr. Scovell said.
Mr. Scovell reported he had received an answer to his
letter requesting an update to Tiger Bay (report provided in July agenda packet).

There being no further business, the Commission adjourned at 7:55 p.m. The next
meeting of the Commission will be at 6 p.m., Thursday, Aug. 9 in the Training Rooms,
Thomas C., Kelly Administration Center, DeLand.
