Basics of Absentee Voting
(updated August 21, 2009)

As authorized by Florida law, any eligible registered voter in Volusia County has the opportunity to request and vote by absentee ballot. When a voter requests an absentee ballot, the voter may choose to receive a ballot for every election the voter is eligible to vote in through the next two (2) regularly scheduled general elections. Or the voter may choose to request a ballot for a specific election or elections.

As soon as they become available, absentee ballots are mailed to the address requested by the voter or may be picked up in person at the Supervisor of Elections office. Absentee ballots may also be voted in person in the office of the Supervisor of Elections.

Who may request an absentee ballot

A request for an absentee ballot may be made by:

  • The voter for his/ her own ballot;

  • Another person from a member of his/her immediate family (with the permission of the voter);

  • The legal guardian of the person for whom the ballot is being requested (with the permission of the voter).

Information Needed to Request an Absentee Ballot

In order to obtain an absentee ballot, you must provide:

  • Name of the voter for whom ballot is requested;

  • Voter’s address;

  • Address where absentee ballot is to be mailed;

  • Voter’s date of birth;

  • Voter’s telephone number (if available);

  • Requestor’s name, if other than voter;

  • Requestor’s relationship to voter;

  • Requestor’s address, if other than voter;

  • Requestor’s driver’s license number (if available);

  • Requestor’s signature (written requests only);

How to Designate Another Person to Pick Up an Absentee Ballot

Five days prior to Election Day, or on Election Day itself, a voter may designate another person (other than a candidate) to pick up a ballot for him/her from the Department of Elections or from an early voting site when in operation. This designation must be in writing and must be signed by the voter.  The designee must be mentioned by name and if he/she is a member of the voter's immediate family, the relationship to the voter must be stated. The voter may use a plain piece of paper for this purpose or he/she may use the on-line Absentee Ballot Designee form.

The designee must show a photo and signature identification and complete an Affidavit for a Designee to Obtain an Absentee Ballot form (to be provided at the Department or early voting site) before he/she may pick up a ballot. No one may pick up more than 2 ballots for other voters, except for members of their immediate family as stated in Florida Statute 101.62-(4)(b)4.

If you are picking up an absentee ballot for someone other than yourself, you must have the following:

  • Written and signed authorization from the voter designating the person to pick up the ballot and, if related, stating the relationship to the voter or the completed Absentee Ballot Designee form.

  • Designee photo and signature identification.
