Shall the City of DeLand, Florida issue a maximum of $5,300,000 general obligation indebtedness, bearing interest not exceeding the maximum legal rate, maturing within 25 years from date of issuance, payable from ad valorem taxes levied on all taxable property in the City, without limitation as to the rate or amount, to finance the demolition of certain existing police facilities, and the construction and equipping of new police facilities, as provided in Resolution No. 99-23.
