Voting system
In compliance with the Help
America Vote Act of 2002, Volusia County uses a blended voting
system in each polling place consisting of an AccuVote-OS (optical
scan) vote tabulator and an AccuVote-AVE (accessible voting) vote
tabulator. Both types of tabulators provide a
verifiable audit trail and audit log account for every activity
performed during an election on the units.
AccuVote-OS
Tabulator
A
person using the AccuVote-OS tabulator is issued a paper
ballot and directed to a voting booth where they may vote their
ballot in privacy. Once voted, the ballot is deposited into the
AccuVote-OS tabulator, which reads the votes cast and records and
stores them for tabulation after the close of the polls. It
then drops the ballot into a locked ballot box.
Voting Using the AccuVote-OS

To vote, completely fill in
the oval
next to your choice.

Erasing or making other
marks, such as a check or an X may cause the vote not to
count.

If you makes a mistake, a
new ballot should be requested. A voter may receive up to
two replacement ballots.

To vote for a write-in
candidate, write the candidate’s name on the line provided and
fill in the oval next to his/her name.
AccuVote-AVE Tabulator
The AccuVote-AVE tabulator allows persons with
disabilities to vote independently. A
Voter Access Card is inserted into the AccuVote-AVE and the
tabulator displays the ballot on the touch screen. Voters
record votes and cast a ballot by touching graphics displayed on the
unit's touch screen interface or by using a numeric keypad.
After the polls have closed and the last person has voted, the AccuVote-OS
and the AccuVote-AVE are secured, preventing any further votes from
being cast. The results of the votes cast are printed and
posted at the polling place and also transmitted over a secure line
to the Department of Elections vote tabulation system.
Procedures at the Polls/Early Voting Sites

Polls on
Election Day are open from 7 a.m. – 7 p.m.

Early
Voting sites for the 2008 election cycle will be open from 8
a.m. to 4 p.m. Monday through Saturday 2 weeks prior to each
election day.

Voters will
be asked to show photo and signature identification. A driver’s license is ideal, since it contains both your photo and signature.

After
providing the proper identification, the voter will be asked to
sign the precinct register or voter's certificate (if voting at
an early voting site) and will then be issued a ballot.

If the
voter is not able to provide the proper identification, the
voter will be allowed to vote a provisional ballot.

Should a
voter need assistance, the Poll Worker/Early Voting Clerk should
be notified. A voter may designate someone of his/her
choice to assist or two Election Officials may provide the
assistance.

A voter
will be issued a marksense ballot to be voted on the AccuVote
Optical Scan (OS) or a voter may request to use the AccuVote AVE
which meets HAVA requirements and allows persons with
disabilities to vote independently.

If a voter
makes a mistake with the OS ballot, a replacement ballot should
be requested. A voter may receive up to two replacements,
or a total of three ballots.

A voter who is completing
a marksense ballot
will cast his/her vote by depositing the completed ballot into
the AccuVote-OS Tabulator; a voter who is completing a ballot on
the AccuVote-AVE Tabulator will cast his/her vote by selecting
"cast ballot" on the bottom right corner of the ballot screen.

If the picture
identification does not contain the signature of the voter, an
additional identification that provides the voter's signature shall
be required. If the voter fails to furnish the required
identification, he or she shall be allowed to vote a provisional
ballot.
