Comprehensive Plan Amendment Cycle 09-1

Volusia County has initiated the amendment cycle for 09-1 which will be the first large-scale amendment cycle for the year 2009. The following is a list of each of the amendments associated with this amendment cycle. A link is provided to the staff report for each amendment in the following list. Amendment Cycle 09-1 Schedule of Events

CPA 09-1-1 Florida Black Bear Scenic Highway.
Florida Black Bear Scenic Highway and Chapter 18, Cultural Facilities Element. A text amendment to the Chapter 2, Transportation Element, to incorporate the Florida Black Bear Scenic Byway, and a text amendment to Chapter 18 Cultural Facilities Element to address budget appropriations.

CPA 09-1-2 School Concurrency Service Area Maps.
An amendment to Appendix 1, Maps and Figures, Chapter 3, Map 2 and Map 3 to incorporate revised school concurrency areas for elementary and middle schools.

CPA 09-1-3 Chapter 21, Administration and Interpretation Element.
A text amendment to Chapter 21, Administration and Interpretation, to provide clarity and consistency throughout the chapter.

CPA 09-1-4 Chapter 1, Future Land Use Element.
A text amendment to Chapter 1, Future Land Use Element to reorganize sections, and provide clarity and consistency throughout the chapter. This amendment also includes some new Smart Growth policies supporting sustainable development initiatives.

CPA 09-1-5 Osteen Local Plan.
An amendment adding the Osteen Local Plan to Chapter 1, Future Land Use Element including a background section, descriptions for newly created Future Land Use designations, and a goal with associated objectives and policies. The Future Land Use Map is amended to add the Osteen Local Plan Future Land Use Map for approximately 3,990 acres.

County Council Adoption Hearing
Included in this package are the following:

  • Department of Community Affairs' Objections, Recommendations and Comments (ORC) Report

  • Volusia County Staff Report and ORC Response

  • Volusia Growth Management Commission Certification

Individual staff reports and adopting ordinances are presented with the individual amendments listed above.
