Vendor registration:
Invitations to Bid, Requests for Proposals, Requests for Statements of
Qualifications, and quotations are solicited from all vendors whose
registration information is maintained in our Vendor Self Service (VSS) computerized program
administered by the county. This data, containing the
vendor's commodities and/or service offered, is maintained by
the Vendors themselves.
Vendors may register with the
county by going to the Purchasing and Contracts' main page at
www.volusia.org/purchasing. Follow the link to
Vendor Self Service (VSS). It is important that
vendors maintain their account data with all updates in address, telephone number, ownership,
business type, or other changes in their business
through the Vendor Self Service program.

Submission of formal
solicitation responses: Proposals must be submitted on the forms provided by the
county (or exact photocopies). For
solicitation
specifications, forms, and submittal requirements, please refer
to the solicitation document or contact the Volusia County
Purchasing office.
If a proposer cannot bid on all items,
the items on which there is no bid should be marked with the words "NO BID."
Submittals: All responses must be properly identified,
contained in a sealed package/envelope, and submitted to the
Purchasing Office by the advertised deadline date and time. Any submittal received
after
the deadline will not be considered.
Opening: All formal responses are opened and names
of submitters are read publicly at the location,
time, and date stated in the solicitation documents.
Award:
An award of
a solicitation is made to the most responsive and responsible
bidder. The County is not bound to make an award on the basis of price alone.
Deliveries: All shipments to the County of Volusia shall be F.O.B.
destination to the location(s) on the Purchase Order.
Unless specifically excepted by the Purchase Order,
partial shipments are usually acceptable.
