Bidder registration: Invitations to Bid, Requests for Proposals, and quotations are solicited from bidders whose names are maintained on a computerized bidders list. This list is maintained by the Purchasing Office by the commodity and/or service offered.
Bidders may register with the County to receive invitations for the commodities and/or services they supply by completing a Vendor Registration form and TIN form. Forms may be downloaded at volusia.org/purchasing/business.htm or can be obtained by calling or visiting the Purchasing Office.
If you wish to be placed on the list to receive notifications of bids, you may use the forms listed on Purchasing's home page, call us at 386-736-5935, or you may e-mail purchasing@co.volusia.fl.us.
It is important that bidders keep the County advised of changes in address, telephone number, ownership, or other changes in the business.

Submission of formal bids: Bids must be submitted on the forms provided by the County (or exact photocopies). For bid specifications, forms, and submittal requirements, please contact the Volusia County Purchasing office.
If a bidder cannot bid on all items, the bidder should mark the items on which there is no bid with the words "NO BID."
Bid submittal: All bids must be properly identified and submitted to the Purchasing Office by the advertised deadline date and time. Any submittal received after the deadline will not be considered.
Bid opening: All formal bids are opened and read publicly at the location, time, and date stated in the bid documents.
Award: An award of a bid is made to the most responsive and responsible bidder. The County is not bound to make an award on the basis of price alone.
Deliveries: All shipments to the County of Volusia shall be F.O.B. destination to the location(s) on the Purchase Order.
Unless specifically excepted by the Purchase Order, partial shipments are usually acceptable.
