New Business Guide

Please complete a Business Tax application and then compare it to the checklist below before submitting it to the Volusia County Revenue office. Applications are available at any Revenue Office location, or you may print a copy of our application using your browser and printer.

Business Tax Application
You must have Adobe Acrobat Reader to view the application.   If you do not have it, you may download Adobe Reader for free.

Any Business Tax application which is submitted without the proper approvals and/or proper city registration or state licensure will be returned to the applicant.

Checklist

1. If your business is regulated by a state agency, you must acquire the appropriate state license before a County Business Tax Receipt can be issued.  Click here for a list of links to state agencies.

2. Proof of Fictitious Name Registration or a written statement of exemption from Fictitious Name Registration is required per FS 205.023. Fictitious Name Registration information can be found at www.sunbiz.org.

3. If your business is located within the limits of any city, you must acquire that city’s Business Tax Receipt before a County Business Tax Receipt can be issued. 

  • To see if your business is located in city limits or the Unincorporated Volusia County, you can do a parcel records search. 
  • Click here for a list of links to the cities in our limits.
  • The only exception is the City of Debary, which does not issue Business Tax Receipts, but businesses in its limits must instead obtain City approval on the Volusia County application.

4. If your business is located in the unincorporated area of Volusia County, then you must obtain the real estate parcel number and submit your application to our Zoning office for approval.

5. If your business is to be operated from a home that is zoned as "Residential, Agricultural or MH3 or MH4" in the unincorporated area of Volusia County, then only approval from our Zoning office will be required. However, you will be required to follow the Home Occupation regulations which can be obtained from our Zoning office.

6. All buildings in the unincorporated area of Volusia County are subject to inspection by our Building Department and Fire Marshall. After the inspections, those respective officials will approve or deny your Business Tax Receipt application. If your application is approved, then you can return to the Revenue office to pay your Business Tax. If the application is denied, those officials will inform you what needs to be done to bring your building up to Volusia County codes.

7. If your business is classified as a "Hazardous Waste Generator" then an additional fee may be collected along with your Business Tax. For information on hazardous waste, please contact the Volusia County Pollution Control Division.

After all the necessary information has been accounted for, then you may submit your application to the Volusia County Revenue office nearest you to pay the tax and have the Business Tax Receipt issued.
