Volusia County is asking Spring Hill residents to share their opinions of county services and help us better understand their needs. The survey is completely anonymous, and the information will be helpful in identifying needs and planning future events to better serve the community.

Strive to Thrive
Volusia County and the City of DeLand have launched Strive to Thrive, an exciting new initiative to bring added focus and attention to the needs of DeLand’s Spring Hill community.
Spring Hill straddles the DeLand city line, with parts in the city’s jurisdiction and parts in county government’s jurisdiction.
There’s a real sense of momentum in Spring Hill, and many community partners are getting involved in Strive to Thrive to lend their support and resources. The Volusia County Council is committed to bringing new and creative opportunities and a fresh approach to helping the Spring Hill community, and in fact, all of Volusia County, thrive.
Strive to Thrive kicked off on Dec. 12, 2020, with two free community clean-up events that collected 512 tires, 192 pounds of paint, 8,000 pounds of bulk items, and many other items. This was followed up by a right of way cleanup the week of Jan. 25, when road and bridge crews from the county and city mowed, picked up litter, trimmed trees, refreshed signs, checked for sight hazards at intersections, and performed sidewalk maintenance.
Additional events are being planned, based on input from Spring Hill residents.
About the Spring Hill Community Redevelopment Area (CRA)
The Spring Hill Community Redevelopment Area (CRA) was jointly created by Volusia County and the City of DeLand in September, 2004, to address the conditions of slum and blight found within the community. As the City of DeLand and Volusia County grow and experience the effects of revitalization, economic development, and population growth, they have recognized the challenges facing the Spring Hill community. This CRA serves as the catalyst for change and revitalization of this community.
The CRA allows for a dedicated funding source for improvement projects through the tax increment financing (TIF) mechanism. Simplistically, this mechanism allows the tax increment from increased property values to be dedicated to CRA improvement projects. This funding source, leveraged with other sources such as CDBG grants, has allowed several projects to be undertaken within the CRA.
The Spring Hill Redevelopment Area consists of nearly 445 acres of and is generally located south of Beresford Avenue, east of State Road 15A, north of Taylor Road, and west of Woodland Boulevard.
