Sept 12, 2001 - FDOT has notified Volusia County that due to limited General Revenue fund availability and the current emphasis on zero-based budgeting principles, FDOT will NOT request funding for the County Incentive Grant Program in their FY 2002/03 Legislative Budget Request.

County Incentive Grant Program Background
Section 339.2817 Florida Statute

Eligibility:  All counties - a municipality may apply to the county

Summary

FL DOT Participation

This program provides grants to counties to improve a transportation facility which is located on the State Highway System or which relieves traffic congestion on the State Highway System.

The department must consider, but is not limited to, the following criteria for evaluation of projects for County Incentive Grant Program assistance:

  • The extent to which the project will encourage, enhance, or create economic benefits;

  • The likelihood that assistance would enable the project to proceed at an earlier date than the project could otherwise proceed;

  • The extent to which assistance would foster innovative public-private partnerships and attract private debt or equity investment;

  • The extent to which the project uses new technologies, including intelligent transportation systems, which enhance the efficiency of the project;

  • The extent to which the project helps to maintain or protect the environment; and

  • The extent to which the project includes transportation benefits for improving intermodalism and safety.

  • For projects on the Florida Intrastate Highway System, the department shall provide 60% of project costs.
  • For projects on the State Highway System, the department shall provide 50% of project costs.
  • For local projects which are demonstrated to relieve traffic congestion on the State Highway System the department shall provide 35% of project costs.

March 2001   March 1, FDOT District Secretaries send letter to counties asking for list of candidate projects for 2nd year of the new Tentative Work Program.
March - April 2001   Counties have approximately two months to pick candidate projects.

Volusia Municipalities give Volusia County Traffic Engineering Staff list of Candidate Projects.
4/19/01   County Council endorses Resolution submitting Candidate Projects submittal to FDOT.
4/27/01

Volusia Municipalities deadline in submitting Candidate Project Applications to Volusia County Traffic Engineering Staff.
5/1/01

Counties will send the list of candidate projects to the District contacts.
May - June 2001   Each FDOT district shall review the applications, determine which projects meet the eligibility requirements, and rank the eligible projects.
July 2001   By July 15, each district shall provide a list of selected projects to the office of the Volusia County Chairperson and subsequently to the Volusia MPO.

Volusia County Contacts

Volusia County Traffic Engineering Staff will be handling the Grant Application process.  If Candidate Project is approved by FL DOT, then Volusia County Construction Engineering Staff will be handling actual construction, except for Municipal projects that are handled on a case-by-case basis.


Transportation Outreach Program
Section 339.137 Florida Statute

Eligibility:  Local Government, regional organization, economic development board, public or private partnership, metropolitan planning organization, state agency, or other entity engaged in economic development activities

Summary

Eligible Projects

This program is dedicated to funding transportation projects of a high priority based on the prevailing principles of preserving the existing transportation infrastructure, enhancing Florida’s economic growth and competitiveness; and improving travel choices to ensure mobility.

The Transportation Outreach Program (TOP) Advisory Council is created to review and prioritize projects submitted for funding under the program and shall recommend to the Legislature a transportation outreach program.

Eligible projects include those for planning, designing, acquiring rights-of-way for, or constructing the following:
  • Major highway improvements including Florida Intrastate Highway System, feeder roads which provide linkages to major highways, bridges of statewide or regional significance, trade and economic development corridors, access projects for freight and passengers, and hurricane evacuation routes.
  • Major public transportation projects including seaport projects which improve cargo and passenger movements, aviation projects which increase passenger enplaning and cargo activity, transit project which improve mobility on interstate highways or which improve regional or localized travel, rail projects that facilitate the movement of passengers and cargo including ancillary pedestrian facilities, Spaceport Florida Authority projects which improve space transportation capacity and facilities consistent with the provision of FS 331.360, and bicycle and pedestrian facilities that add to or enhance a statewide system of public rails.
  • Highway and bridge projects that facilitate retention and expansion of military installations or that facilitate reuse and development of any military base designated for closure by the federal government.
