The County of Volusia Community Assistance Division offers the ability for residents to apply for LIHEAP home energy (electric and/or fuel) assistance online.  Once you have read the information contained on this page you may proceed button at the bottom of this page.  Persons who prefer a phone appointment with a caseworker for home energy (electric and/or fuel) assistance may call 386-239-7757 to schedule an appointment.  Residents seeking emergency rent, mortgage, or water assistance may call 386-239-7757 to schedule an appointment with a caseworker. 

Residents applying online for home energy (electric and/or fuel) assistance must complete the entire application package and submit all below listed required documents.  Failure to submit all required documentation may lead to your case being delayed or denied.  Please read the information below and follow the instructions provided.  

The Florida Department of Commerce has implemented a new case management system designed to streamline the application, review, and disbursement processes for the Low-Income Home Energy Assistance Program (LIHEAP). LIHEAP applications will remain available both online and by phone.

The application portal offers a direct access pathway for applicants. A prominently displayed hyperlink has been added to the main LIHEAP section of the Florida Department of Commerce website and the LIHEAP section of Volusia County’s website. The hyperlinks will serve as the entry point to the newly implemented case management system.

Scanned documents required

In order to complete your application and receive assistance, the following documentation is required.  Documents can be scanned or photographed with a phone or tablet. Please ensure your documents and scans are clearly legible, and provide them in color whenever possible.  If your application is missing any of the following documents, or if submitted documents are not clear and legible, your application may be delayed or denied. Applicants completing the online LIHEAP application process should upload documentation to the Promise Case Management System in the applicable section of the application. Documents for all other appointments and service types may be submitted in person at any Human Services location or via secure document portal www.volusia.org/hsupload.

Proof of identity:

  • A social security card, social security award letter, or the previous year's tax return exhibiting the full nine digit social security number is required for all persons in the household at time of application.
  • A driver's license, Florida ID, or U.S. Passport is required for all persons at 18 and older currently residing in the household at time of application.  Provided documentation may not be more than one (1) year expired.
  • A birth certificate, DH-680, driver's license, Florida ID, or U.S. Passport is required for all  persons age 17 or younger residing in the household at time of application.  Documentation provided may not be expired for more than one (1) year.

Proof of Volusia County residency:

  • If you are a renter you must provide a valid lease agreement with the landlord.
  • If you are a homeowner you must provide a recent mortgage statement (within previous three months) or property tax statement.
  • At least one person whose name is on the lease, mortgage statement, or property tax statement must reside in the household and include their identity documents in the application package.
  • If you are on Section 8, public housing, or another form of subsidized housing you must provide your 50059 exhibiting your current monthly utility allowance or reimbursement.

Proof of income:

Provide proof of income of any type of earned or unearned income received in the past thirty (30) days for all household members, which includes but not limited to:

  • Wages (all check stubs for weekly, bi-weekly, or monthly wages), commission payments, or payment received for services rendered as an independent contractor.
  • Self-employment wage documentation.
  • Social Security/Supplemental Security Income award letter for 2024.
  • TANF benefits for 2024.
  • HUD Utility Reimbursement Check for current month.
  • Unemployment benefit or worker's compensation statement of benefits.
  • Private pension documents for 2024.
  • VA retirement/disability for 2024.
  • SNAP award benefit letter for 2024.
  • Child support statement or current payment listing.
  • Any other source of income.
  • Please do not submit bank statements.

Home energy (electric and/or fuel) statement:

  • The most recent home energy (electric and/or fuel) statement you have received from your energy provider.  The statement must reflect the name(s) on the account, service address, usage information, and balance.
  • At least one person whose name is on the statement must reside in the household and have their identity documents included in the application.
  • If you are seeking deposit assistance, you must provide a document with your account number provided by the vendor.

  1. The information I will provide is true and correct to the best of my knowledge and belief.
  2. I understand that my gross household income is annualized at the time of application according to pre-established rules and procedures in order to receive assistance.
  3. I understand that I may request an appeal pertaining to the decision of my case.
  4. I certify that the persons, including children, included in this application are residing in this household at time of application.  
  5. I authorize the County of Volusia Community Assistance Division and/or the Florida Department of Economic Opportunity to solicit/verify information I have provided in my online application, including but not limited to information regarding employment, income, housing, persons residing in household, and utility account information.
  6. I authorize the County of Volusia Community Assistance Division and/or the Florida Department of Economic Opportunity to solicit/verify information from my utility provider in order to verify the current status of my account, previous payments, usage, returned check, and, if applicable, the County of Volusia Community Assistance Division to make financial commitments if I am determined eligible to receive assistance. 
  7. I understand that I will be providing information regarding my utility account in the application package, including name(s) on the account, account number, social security number, and service address, and I give the County of Volusia Community Assistance Division and the Florida Department of Economic Opportunity permission to have, obtain, retain, store, and use that information as those entities deem appropriate and useful to process my application. 
  8. I authorize the County of Volusia Community Assistance Division and the Florida Department of Economic Opportunity to solicit/verify information from my landlord or mortgagor/lender if either entity determines such is useful or needed to verify my residency or the residency of others listed in my application.
  9. I understand I am required to provide social security numbers of all persons in my household in order to verify identity, household size, and household income, and, to the extent permitted by law, I give the County of Volusia Community Assistance Division and the Florida Department of Economic Opportunity permission to have, obtain, retain, store, and use those social security numbers as those entities deem appropriate and useful to process my application. 
  10. I understand all information and documents contained in this application package will be uploaded and available to the Volusia County Community Assistance Division and the Florida Department of Economic Opportunity via the SHAH Software online application module, and I consent to same.
  11. I understand that the Volusia County Community Assistance Division will contact me to review my application package, review release information, and complete or submit any additional needed documentation, and I consent to same.
  12. I understand that a case decision and/or financial assistance may not be provided until all required documentation is submitted and verified which includes but not limited to utility, income, and housing information.
  13. I understand that submitting an online application does not guarantee service.
  14. I give the County of Volusia Community Assistance Division and the Florida Department of Economic Opportunity permission to have, obtain, retain, store, and use any information I provide in connection to my application in any lawful manner as those entities deem appropriate and useful for processing my application.
  15. I certify that I hereby authorize the County of Volusia or its designee to make all the inquiries it deems necessary to verify the accuracy of the information contained herein.
  16. I certify I have made no false or misleading statements in this application for any reason, including in an attempt to secure approval of this application.
  17. Under penalties of perjury, I declare that I have read the foregoing application and that the facts stated in it are true. I also understand that knowingly submitting false information as part of my application may invalidate or disqualify my application and/or future applications.
