The Permit Center:
Welcome to the Volusia County Permit Center, our goal is to provide quality service to the community that is knowledgeable, efficient, comprehensive and helpful to the public. The Permit Center is responsible for receiving and processing of residential and commercial applications, verification of documents received and issuing permits for a variety of construction activities that require a permit. Examples of permits include building, plumbing, electrical, mechanical, and major construction improvement permits.

*ATTENTION* Important Updates:
Re-roof Completed Without Inspections Policy, Effective 1/1/2025:
Re-roofs completed without required inspections shall be addressed by the permit applicant (contractor or owner/builder) and resolved as follows:
1st offense
The contractor and the Architect/ Engineer will conduct a site visit in order to verify that all work completed is code compliant. The contractor will have workmen available to open up the roof in various locations at the Architect/ Engineers request. Upon the satisfaction of the Architect/Engineer that the spot checking of the roof deck re-nailing, underlayment and flashing have demonstrated that the roof is in compliance with all requirements of the Building Code the contractor may re-install the roof sections that were removed. The Architect/Engineer will submit a signed and sealed statement to the Chief Building Official that the re-roof meets all the requirements of the Florida Building Code and that a site visit was conducted. The final roof inspection will not be performed until the statement has been submitted, reviewed and approved by the Chief Building Official.
After one occurrence of completing a re-roof without required inspections any future instances will automatically require complete removal of all roofing materials and complete re-roof of the structure.
Onsite Posting Requirements, Effective 1/1/2025:
Volusia County Code Ch 22, Article 1, Sec. 22-2, Sec. 22-706 and F.S 713.13 (1) (a) requires the following to be onsite and/or posted during construction:
- 105.7/ 107.3.1- Prior to commencing work, the permit holder or his or her agent shall post the permit card and all required documents at a conspicuous location on
the premises, protected from weather and in such a manner that inspectors may conveniently make required entries thereon. Such posting shall remain in place and
intact until the Certificate of Occupancy or Completion is issued. - Sec.22-706- (Ord. No. 83-2, § V, 1-20-83; Ord. No. 2023-46, § II, 12-5-23)- All buildings in the unincorporated areas of the county shall have their assigned
building numbers properly displayed. This requirement shall also apply to the rear of the building for properties adjacent to the Atlantic Ocean so that the address is
visible from the beach. - F.S 713.13- Notice of Commencement- A owner or the owner’s authorized agent before actually commencing to improve any real property shall record a notice of
commencement in the clerk’s office and post either a certified copy thereof or a notarized statement that the notice of commencement has been filed for recording
along with a copy thereof.
Failure to comply will result in fees being assessed and the inspection process stopped until the proper documents have been provided and/or posted onsite. A 15-day grace period beginning 1/1/25 will be given.
Hurricane Milton Update:
The Volusia County Council has waived application, permit, and plan review fees for repairing and reconstructing residential and commercial structures directly affected by Hurricane Milton. The decision was made during the Oct. 15 council meeting to ease the financial burden on property owners recovering from the storm.
The waiver also extends to fees associated with the placement and installation of RVs or mobile shelters, provided that a valid temporary housing permit is obtained. To qualify for the fee waiver, applicants must submit proof that the damage resulted from the storm. Acceptable forms of verification include:
- Photographs of the damaged property
- Written verification from an insurance adjuster
- Written verification from a licensed architect, engineer, or contractor
- Written verification from a County official
Applicants seeking assistance verifying storm-related damage can contact the Volusia County Permit Center for guidance.
The fee waiver, available through April 30, 2025, only applies to reconstruction or repair work that restores structures to their previously permitted condition. Additions or alterations to the original structure will require separate permits, and all applicable fees will apply. If a variance is necessary for reconstruction, the applicant will only be responsible for the actual cost of due public and legal notices, as there will be no administrative review fee for these requests.
It’s important to note that the waiver applies exclusively to County permitting fees and does not cover fees charged by outside agencies.

HURRICANE DAMAGE VERIFICATION AFFIDAVIT
Daytona Park Estates Building Requirements, Effective August 22, 2024:
Volusia County now requires that all new homes in Daytona Park Estates in the A and AE Flood Zones to comply with the following:
- Stem wall construction only – no slab on grade.
- Minimum fill allowed – only for septic drain fields, building footprint and driveway.
- Drainage plan showing final grades and methods of routing stormwater so that it does not impact adjoining properties.
Understanding the Volusia County 2-Step Building Permit Process:
Changes in Florida Statute have affected the way Volusia County can perform permit application reviews. These changes restrict our ability to perform simultaneous reviews for permits in compliance with the Volusia County Code of Ordinances and reviews for permits in compliance with the Florida Building Code at the same time. It also limits our ability to request additional information to evaluate applications. As of Monday, April 1, 2024, all applications for residential or commercial structures will go through the two-step review process.
- Step 1, Pre-Application Review, includes all non-Florida Building Code reviews for site development. This may include Zoning, Land Development, Environmental, Utilities, Development Engineering, and Planning.
- A Pre-Application Approval will be provided when all reviews have been approved in Step 1. The Pre-Application Approval is required prior to the submittal of the Building Permit application for Step 2.
- Step 2, the Fire Services, Impact Fee and the Building review for compliance with the Florida Building Code will take place within the timeframes specified in the Florida Building Code.
