The Permit Center:

Welcome to the Volusia County Permit Center, our goal is to provide quality service to the community that is knowledgeable, efficient, comprehensive and helpful to the public. The Permit Center is responsible for receiving and processing of residential and commercial applications, verification of documents received and issuing permits for a variety of construction activities that require a permit.  Examples of permits include building, plumbing, electrical, mechanical, and major construction improvement permits.

*ATTENTION* Important Updates:

Use of Stem Wall, Deep Footings, or Pier/Pile within the Floodplain, Effective 4/1/2025:

Effective April 1, 2025, all new construction and substantial improvements within the floodplain will no longer be able to use slab on grade for foundations. The use of stem wall, deep footings, or pier/pile will be necessary to address the potential impacts resulting from construction and/or fill within the floodplain. This requirement is based on Section 72-741(c)(2), which states:

“Require the use of appropriate construction practices in order to prevent or minimize future flood damage.”

Hurricane Milton Update:

The Volusia County Council has waived application, permit, and plan review fees for repairing and reconstructing residential and commercial structures directly affected by Hurricane Milton. The decision was made during the Oct. 15 council meeting to ease the financial burden on property owners recovering from the storm.

The waiver also extends to fees associated with the placement and installation of RVs or mobile shelters, provided that a valid temporary housing permit is obtained. To qualify for the fee waiver, applicants must submit proof that the damage resulted from the storm. Acceptable forms of verification include:

  • Photographs of the damaged property
  • Written verification from an insurance adjuster
  • Written verification from a licensed architect, engineer, or contractor
  • Written verification from a County official

Applicants seeking assistance verifying storm-related damage can contact the Volusia County Permit Center for guidance.

The fee waiver, available through April 30, 2025, only applies to reconstruction or repair work that restores structures to their previously permitted condition. Additions or alterations to the original structure will require separate permits, and all applicable fees will apply. If a variance is necessary for reconstruction, the applicant will only be responsible for the actual cost of due public and legal notices, as there will be no administrative review fee for these requests.

It’s important to note that the waiver applies exclusively to County permitting fees and does not cover fees charged by outside agencies.
