How to apply for an unicorporated Volusia County Building Permit:
Contractors and Owner Builders now apply electronically through the Volusia County ConnectLive portal. Owner Builders are required to make one visit into the Permit Center to complete the state required Owner Builder Affidavit. All requests for additional information, approved jobsite documents and final certificates are ptovided and completed through the ConnectLive portal.
Understanding the Volusia County 2-Step Building Permit Process:
Changes in Florida Statute have affected the way Volusia County can perform permit application reviews. These changes restrict our ability to perform simultaneous reviews for permits in compliance with the Volusia County Code of Ordinances and reviews for permits in compliance with the Florida Building Code at the same time. It also limits our ability to request additional information to evaluate applications. As of Monday, April 1, 2024, all applications for residential or commercial structures will go through the two-step review process.
- Step 1, Pre-Application Review, includes all non-Florida Building Code reviews for site development. This may include Zoning, Land Development, Environmental, Utilities, Development Engineering, and Planning.
- A Pre-Application Approval will be provided when all reviews have been approved in Step 1. The Pre-Application Approval is required prior to the submittal of the Building Permit application for Step 2.
- Step 2, the Fire Services, Impact Fee and the Building review for compliance with the Florida Building Code will take place within the timeframes specified in the Florida Building Code.
