Participating landlords

As a participating landlord:

  • An applicant/participant will contact you in regards to renting your available unit.
  • Ask applicant/participant to see his or her Voucher.
  • Check the expiration date to determine whether Voucher is still valid.
  • Check the unit bedroom size for which the family has been approved.
  • You must screen and approve the applicant.
  • You cannot discriminate!

You cannot base tenancy on the following:

  • Race, color, age, religion, sex, familial status, disability or any other discriminatory factors
  • You must complete a Request for Tenancy Approval (RFTA), Tenancy Addendum, and unexecuted lease.
  • It is applicant/participant’s responsibility to submit a completed request for tenancy approval packet with an unexecuted lease.
  • The applicant/participant is responsible for paying utility and security deposits.
  • You must provide and execute a lease once the unit has passed inspection.

The lease must have the following:

  • Name of owner and tenant
  • The address of the unit rented
  • Term of the lease must be one (1) year and mirror HAP Contract
  • Provision for renewal terms
  • List all household members
  • Specify what utilities and appliances are supplied by the owner or tenant
  • Amount of security deposit
  • Amount of contract rent. Rent must be reasonable and comparable to rental market.

The PHA is not a party to the lease and therefore cannot enforce or reject a lease, unless it contradicts HUD’s tenancy addendum.

If you wish to withdraw from a request you must submit your request in writing.

The PHA approves or denies a submitted request for tenancy solely on the income of the family and the gross rent of the selected unit.

The PHA will notify you in writing within 10 business days if your request is denied

After, a request for tenancy is approve, the unit must be inspected within 15 days. All utilities must be on for the inspection.

If the unit is not inspected within 15 days, it will be denied you will be notified in writing.

If the unit is inspected and Housing Quality Standards deficiencies are found, they must be corrected within 30 days or the request for tenancy will be denied and the applicant/participant will be notified in writing of any time remaining on the voucher.

If the unit passes inspection between the 16th and the 1st of the month the lease will begin on the 1st of the month.

If the unit passes inspection between the 2nd and the 15th of the month the lease will begin on the 15th of the month. If the lease begins on the 15th of the month the first month’s rent will be prorated as rent is always due on the 1st.
